In the early 2000s, it was realised that the status of hydrographic surveys of the Baltic Sea was not satisfactory. The Baltic Marine Environment Protection Commission (HELCOM) requested the Baltic Sea countries to jointly develop a scheme for systematic re-surveying of the areas used by shipping in order "to ensure that safety of navigation is not endangered by inadequate source information". The Baltic Sea countries have developed this Scheme in 2002. This work is coordinated by the Baltic Sea Hydrographic Commission (BSHC). Based on this Scheme extensive sea areas have been re-surveyed.
